What the law says

Mexico's Constitution declares beaches and the federal maritime zone national property. Coverage by the Puerto Aventuras Living article notes that owning land inland does not extend ownership to the beach, and that landowners must allow free access where there is no other public entry nearby. A 1991 regulation is described as requiring public beach access at least every 500 meters where development exists.
